Rule provides for consideration of H.R. 4603. Specified points of order against the bill shall be waived. Where points of order are waived against only part of a paragraph, any point of order against matter in the balance of the paragraph may be applied only within the balance of the paragraph and not against the entire paragraph. Bill is open to amendments. The amendment printed in the report of the Committee on Rules accompanying this resolution shall have precedence over a motion that the Committee of the Whole rise and report the bill to the House, if the amendment is offered by a Member designated in the report.
