Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1995 - Title I: Department of Justice and Related Agencies - Department of Justice and Related Agencies Appropriations Act, 1995 - Makes FY 1995 appropriations to the Department of Justice.
(Sec. 103) Prohibits the use of funds to require any person to perform, or facilitate the performance of, any abortion.
(Sec. 112) Amends the Victims of Crime Act of 1984 to extend the base amount in the Crime Victims Fund through FY 1995.
(Sec. 114) Expresses the sense of the Congress that the President and the President-elect of Mexico should meet as soon as possible to discuss bilateral issues of mutual concern, including the flow of citizens across the border between Mexico and the United States.
(Sec. 115) Criminal Justice Information Services Placement Assistance Act - Makes certain employees of the Federal Bureau of Investigation scheduled to be relocated to Clarksburg, West Virginia, eligible for competitive service appointments in other agencies.
Makes appropriations for the following related agencies for FY 1995: (1) the Commission on Civil Rights; (2) the Equal Employment Opportunity Commission; (3) the Federal Communications Commission; (4) the Federal Maritime Commission; (5) the Federal Trade Commission; (6) the Securities and Exchange Commission; and (7) the State Justice Institute.
Title II: Department of Commerce - Makes FY 1995 appropriations to the Department of Commerce and related agencies.
Title III: The Judiciary - Judiciary Appropriations Act, 1995 - Appropriates FY 1995 funds for activities of the Judiciary, including: (1) the Supreme Court; (2) the U.S. Court of Appeals for the Federal Circuit; (3) the U.S. Court of International Trade; (4) the Court of Appeals, district courts, and judicial services; (5) the Administrative Office of the United States Courts; (6) the Federal Judicial Center; and (7) the U.S. Sentencing Commission.
Title IV: Related Agencies - Appropriates FY 1995 funds for: (1) the Maritime Administration of the Department of Transportation; (2) the Commission on Immigration Reform; (3) the Commission on Security and Cooperation in Europe; (4) the Competitiveness Policy Council; (5) the Marine Mammal Commission; (6) the Martin Luther King, Jr. Federal Holiday Commission; (7) the Office of the United States Trade Representative; (8) the Small Business Administration; and (9) the Legal Services Corporation.
Title V: Department of State and Related Agencies - Department of State and Related Agencies Appropriations Act, 1995 - Appropriates FY 1995 funds for the Department of State.
(Sec. 504) Cancels a specified amount of the budgetary resources available to the Department of State during FY 1995.
(Sec. 505) Amends Federal law to require the Secretary of State, in the ten countries with the highest volume of immigrant visa issuance for the most recent fiscal year, to require the fingerprinting of applicants over 16 years of age for immigrant visas.
(Sec. 506) Amends the Immigration and Nationality Act to prohibit an alien who has been physically present in the U.S. from being eligible to receive an immigrant visa within 90 days following departure, except under specified conditions.
(Sec. 507) Establishes certain requirements for the Department of State's Diplomatic Telecommunications Service (DTS), including financial management, the DTS Policy Board, a DTS Consolidation Pilot Program, and a DTS Planning Report.
Appropriates FY 1995 funds for: (1) the Arms Control and Disarmament Agency; (2) the Commission for the Preservation of America's Heritage Abroad; (3) the International Trade Commission; (4) the Japan-United States Friendship Commission; and (5) the United States Information Agency.
Cancels a specified amount of budgetary resource available to the United States Information Agency during FY 1995.
Title VI: General Provisions - Sets forth limitations and prohibitions on the use of funds appropriated by this Act.
(Sec. 606) Prohibits the use of funds for the construction, repair, overhaul, conversion, or modernization of vessels for the National Oceanic and Atmospheric Administration (NOAA) in shipyards located outside of the United States. Prohibits such activities on aircraft for NOAA in facilities located outside the United States and Canada.
(Sec. 607) Expresses the sense of the Congress that equipment and products purchased under this Act should be American-made.
(Sec. 608) Prohibits the use of funds to implement, administer, or enforce any guidelines of the Equal Employment Opportunity Commission covering harassment based on religion, when it is made known that such guidelines do not differ from certain proposed guidelines.
(Sec. 609) Prohibits the use of funds to deny or refuse entry into the United States of any goods on the United States Munitions List manufactured or produced in the People's Republic of China for which authority had been granted to import such goods into the United States on or before May 26, 1994, and which were on or before that date, in a bonded warehouse or foreign trade zone, in port, or in transit.
(Sec. 610) Requires the Chairperson of the Equal Employment Opportunity Commission to ensure that: (1) the category of religion is withdrawn from the proposed guidelines at this time; (2) new guidelines for the determination of religious harassment shall be drafted so as to make explicitly clear that symbols or expressions of religious belief consistent with the first amendment and Religious Freedom Restoration Act of 1993 are not to be restricted and do not constitute proof of harassment; and (3) public hearings are held and public comment received before issuing similar regulations.
Title VII: Fiscal Year 1994 Supplemental Appropriations - Makes additional amounts available to the Department of Commerce for the Economic Development Administration.
Makes emergency supplemental appropriations to the Small Business Administration and the Department of Transportation.
Makes supplemental appropriations to the Department of State.
Title VIII: Department of Justice - Violent Crime Control Appropriations Act, 1995 - Makes appropriations to the Department of Justice to carry out various programs.
Rescinds amounts made available under this title upon enactment of a bill establishing the Violent Crime Reduction Trust Fund and reducing discretionary spending limits. Derives such amounts from the Treasury if the trust fund is not enacted.
