Expresses the sense of the House of Representatives that the President should: (1) call for a vote in the United Nations (UN) General Assembly and Security Council to convene a UN Conference on Reforms; (2) initiate a proposal to expand the Security Council by creating a new group of permanent members without the veto power and by increasing the number of nonpermanent members; and (3) initiate a proposal to create a UN Endowment Fund for Peacekeeping Operations and a UN Peacekeeping Reserve Force.
