Expressing the sense of the House of Representatives that the President should call for a vote in the General Assembly and Security Council of the United Nations to convene a United Nations Conference of Reforms, and should initiate proposals to expand the membership of the Security Council and strengthen the United Nations peacekeeping role.

Expresses the sense of the House of Representatives that the President should: (1) call for a vote in the United Nations (UN) General Assembly and Security Council to convene a UN Conference on Reforms; (2) initiate a proposal to expand the Security Council by creating a new group of permanent members without the veto power and by increasing the number of nonpermanent members; and (3) initiate a proposal to create a UN Endowment Fund for Peacekeeping Operations and a UN Peacekeeping Reserve Force.
