Rule provides for consideration of the conference report to H.R. 2491. All points of order against the conference report are waived. The conference report, amendments in disagreement, and motions printed in the joint explanatory statement of the committee of conference to dispose of amendments in disagreement shall be considered as read. It shall be in order for Mr. Stokes of Ohio or a designee to move that the House recede from its disagrement to the amendment of the Senate numbered 113 and concur therein with the amendment printed in section 2 of H. Res. 275.
