Food for Trade Act of 1994 - Amends the Agricultural Trade Development and Assistance Act of 1954 to require the Secretary of Agriculture to conduct a pilot program to establish permanent, self-sustaining organizations utilizing agricultural commodities to promote financing for economic development activities in eligible countries. Requires the facilitator of such program to establish in each country: (1) an investment fund from the proceeds of the sale of agricultural commodities to be used for developmental activities; and (2) an advisory board to advise the facilitator on the management of such fund.
Requires the Government to enter into an agreement with each recipient country for the establishment of a Food for Trade Joint Commission.
