Beginning Farmer Technical Corrections Act of 1994 - Amends the Consolidated Farm and Rural Development Act with regard to agricultural credit to: (1) make specified land ownership limitations inapplicable to beginning farmer operating loans; (2) disregard rural youth loans in applying the ten-year commercial loan transition rule; and (3) consider separately direct loan and guarantee histories in applying such rule.
