To conduct a demonstration project which permits traditional wildlife-related uses on lands acquired for the Edwin B. Forsythe Wildlife Refuge until a public use management plan for those lands is adopted.

Requires the Secretary of the Interior to conduct and report to the Congress on a five-year demonstration project to permit the traditional wildlife-related uses, including fishing and hunting, of lands acquired after the enactment of this Act for inclusion in the Edwin B. Forsythe Wildlife Refuge until a formal public use management plan for those lands is adopted.
