Amends the Child Nutrition Act of 1966 (CNA) to eliminate the cost basis for the severe need reimbursement rate under CNA's school breakfast program if at least 40 percent of a school's students participating in the school lunch program under the National School Lunch Act are eligible to receive meals for free or reduced prices.
Directs the Secretary of Agriculture to promote the school breakfast program.
Extends and increases the authorization of appropriations for startup costs for the school breakfast programs.
Provides for expansion of school breakfast programs through competitive grants to States.
