Transfers the cost of international peacekeeping activities from the international affairs budget function to the national defense budget function.
Expresses the sense of the Congress that, of the amount requested by the President's budget for military functions of the Department of Defense, one percent should be for international humanitarian assistance and peacekeeping activities.
