Proposing an amendment to the Constitution of the United States relative to expenditures to affect Congressional, Presidential, State, and local elections.

Constitutional Amendment - Empowers: (1) the Congress to set limits on expenditures by, in support of, or in opposition to, all candidates in primary, general, or other elections for Federal office; and (2) the States to set such limits on candidates for State and local offices.
