Commends the Government of Israel and the Palestine Liberation Organization (PLO) for reaching their agreement on Palestinian self-rule in the Gaza Strip and the Jericho area.
Encourages all parties to the Middle East peace process to resume bilateral negotiations and work vigorously in the pursuit of peace.
Urges: (1) the Administration to more actively engage the United States as a full partner in the negotiating process and, in cooperation with the world community through relevant international financial institutions, to provide aid to facilitate the establishment of Palestinian self-government in the Gaza Strip and Jericho area; and (2) Israel and the PLO to move quickly to implement the provisions of the Declaration of Principles on Interim Self-Government Arrangements to get to final status issues and issues of common interest according to the timetable stipulated in such Declaration.
