A concurrent resolution urging the establishment of an international tribunal with jurisdiction to judge and punish Saddam Hussein for offenses committed against the citizens of Kuwait and Israel and against prisoners-of-war.

Urges the President to conclude an agreement with the other foreign governments allied with the United States in the Persian Gulf War for the establishment of an international tribunal with jurisdiction to judge and punish Saddam Hussein for conducting unprovoked war against Kuwait and Israel, including the targeting, maiming, and killing of innocent civilians, and for abusing prisoners of war.
