States the finding of the Congress that: (1) the proposed Constitutional amendment, relating to the prohibition against varying the compensation of Members of Congress until an intervening election of Representatives, has been duly ratified; (2) the Archivist has stated that he shall publish such amendment as part of the Constitution; and (3) the Congress shall enact all laws relating to compensation of Members of Congress pursuant to such amendment.
