Federal Maritime Commission Authorization Act of 1991 - Authorizes appropriations to the Federal Maritime Commission.
Authorizes a specified vessel, during a limited period, to engage in the transportation of molten sulphur in the coastwise trade of the United States, provided certain conditions are met.
Authorizes the Secretary of Transportation to issue certificates of documentation for ten specified vessels. Authorizes eight specified inflatable vessels to engage in the coastwise trade.
Amends the Shipping Act of 1984 to apply provisions requiring rates for certain carriers to be just and reasonable to service contracts as well as to tariffs.
