Federal Maritime Commission Authorization Act of 1991 - Authorizes FY 1992 appropriations for the Federal Maritime Commission.
Permits a named foreign-flag vessel, during a specified period, to engage in the transportation by water of molten sulphur in the coastwise trade of the United States, provided certain conditions are met concerning the employment of U.S. citizens and the performance of repairs on such ship in the United States.
Authorizes the Secretary of Transportation (the Secretary) to issue a certificate of documentation for 12 named vessels.
Permits eight specified inflatable vessels to engage in the coastwise trade.
Permits the Secretary to issue a certificate of documentation to a named fish processing vessel.
Amends the Shipping Act of 1984 to make service contracts entered into by controlled carriers subject to the standards of such Act.
