To amend rule XLIII of the Rules of the House of Representatives to require secrecy oaths for members and staff of the Permanent Select Committee on Intelligence.

Amends rule XLVIII of the Rules of the House of Representatives to require members and employees of the Permanent Select Committee on Intelligence to take a secrecy oath.

Authorizes the Select Committee to refer cases of unauthorized disclosure and violations of the required oaths to the Committee on Standards of Official Conduct for investigation. Specifies possible sanctions.
