Rule provides for consideration of H.R. 5488. Waiving all points of order against the bill for failure to comply with clause 2 of rule XXI, with specified exceptions. Measure will be read by section. Bill is open to amendments. The amendments en bloc specified in the report accompanying this resolution to be offered by Mr. McDade shall be considered as read when offered, and not subject to a demand for a division of the question and may amend portions of the bill not yet read. The amendments en bloc specified in the report to be offered by Mr. Dorgan may amend portions of the bill not yet read for amendment, shall be considered as read and shall not be subject to a division of the question. Such amendments en bloc and amendments thereto shall be debatable for the time specified in the report. All points of order against the amendment specified to shall be waived.
