Measure will be considered read. Specified amendments are in order. Only the amendments printed in the report of the Committee on Rules accompanying this resolution shall be in order. It shall also be in order to consider amendments offered en bloc offered by Mr. Waxman. After passage of H.R. 3090, it shall be in order to take from the Speaker's table S. 323 and to consider said bill in the House. It shall then be in order to move to strike out all after the enacting clause of said Senate bill and to insert in lieu thereof the provisions of H.R. 3090 as passed by the House. It shall then be in order to move to insist on the House amendment to S. 323 and to request
