Rule provides for consideration of H.R. 1989 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be read by title. Bill is open to amendments. It shall be in order to consider as an original bill for the purpose of amendment the amendment in the nature of a substitute recommended by the Committee on Science, Space, and Technology now printed in the bill. All points of order aginst the substitute for failure to comply with clauses 5(a) and 8 of rule XXI shall be waived. It shall be in order to consider en bloc amendments offered by Representative Valentine and Representative Walker. Said amendments may amend unread portions of the substitute and shall not be subject to a demand for division of the question.
