Prohibits the Library of Congress (including the Library of Congress Trust Fund Board) from accepting a donation of money from a foreign government (including any instrumentality thereof) if the percentage which the donation represents when calculated as a percentage of the amount of the funds appropriated for the Library for the fiscal year in which the donation was received, plus the percentage which each previous donation of money from that foreign government represents when calculated as a percentage of the appropriation to the Library in the fiscal year in which such donation was received, exceeds one-half of one percent.
Provides that only donations of money received by the Library beginning with FY 1982 shall be counted toward the limitation set forth in this Act.
