To make the independence of the Baltic Republics a condition on the granting of most-favored-nation treatment to the Union of Soviet Socialist Republics.

Amends the Trade Act of 1974 to make granting independence to the Republics of Estonia, Latvia, and Lithuania as an additional condition for the extension of most-favored-nation treatment to the Soviet Union.
