To amend the Internal Revenue Code of 1986 to allow a deduction for interest on any loan used to purchase a new American-made highway vehicle.

Amends the Internal Revenue Code to allow a deduction for interest on indebtedness secured by a domestically-manufactured highway vehicle acquired after December 31, 1991.
