Farm Program Payment Limitations Reform Act of 1991 - Amends the Food Security Act of 1985 to revise specified farm program payment limitation provisions, including repeal of the 3-entity rule.
Expresses the sense of the Congress with regard to budget savings resulting from the implementation of this Act on wheat and feed grain producers, farm conservation, and environmental protection programs (if the deficit reduction provisions of the Budget Enforcement Act of 1990 are changed).
