To establish a scholarship program to encourage minority students to pursue doctoral degrees in mathematics, science, and engineering, and for other purposes.
Lindy Claiborne Boggs Higher Education Partnership Act - Authorizes the Secretary of Education to establish a program to provide grants to eligible partnerships of research institutions and historically Black colleges to establish scholarship programs for eligible minority students committed to pursuing doctoral degrees at the research institution members of such partnerships.
Establishes a national selection board to select such partnerships, giving priority to institutions in States with high percentages of minority students that have participated in previous such collaborative partnerships (and for at least one partnership with institutions in New Orleans, Louisiana).
Authorizes appropriations.
