Amends the Federal criminal code to prohibit specified senior personnel of the executive branch and independent agencies, and any officer or employee (officer) of the executive or legislative branch or a Member of Congress who personally and substantially participates in any trade or treaty negotiation on behalf of the United States or who has access to information which concerns such a negotiation which is designated as exempt from disclosure and which such officer knew or should have known was so designated by the appropriate department or agency, after termination of service or employment with the United States, from: (1) representing a foreign principal before any officer of the United States with the intent to influence a decision of such officer in carrying out official duties; or (2) aiding or advising a foreign principal with the intent to influence a decision of any officer of the United States in carrying out official duties.
