Amends the Higher Education Act of 1965 to authorize the Secretary of Education to provide financial assistance, upon application, to Saint Paul's College in Lawrenceville, Virginia, to construct: (1) a regional fine arts center; and (2) a child development center and single parent support system complex. Authorizes appropriations.
