Amends the Family Violence Prevention and Services Act to direct the Secretary of Health and Human Services to provide grants to States to fund eligible State domestic violence coalitions.
Makes eligible for such grants nonprofit statewide coalitions whose: (1) membership includes a majority of programs for victims of domestic violence in the State, and is representative of such programs; and (2) purpose is to provide services, community education, and technical assistance to such programs to establish and maintain shelter and related services for domestic violence victims and their children.
Includes among authorized uses of grant funds: (1) working with judicial and law enforcement agencies to encourage appropriate responses to domestic violence cases and examine issues relevant to such cases; (2) working with family law judges, child protective services agencies, and children's advocates to develop appropriate responses to child custody and visitation issues in domestic violence cases, as well as cases of both domestic violence and child abuse; and (3) conducting public education campaigns regarding domestic violence.
Authorizes appropriations.
