Amends the Solid Waste Disposal Act to authorize States to enact and enforce laws regulating the treatment and disposal of solid waste generated in other States, including the laws banning the importation of waste. Prescribes civil and criminal penalties for violations of such laws. Exempts specified types of waste from such regulation.
Requires each State to submit a plan providing for the adequate disposal of solid waste generated in the State to the Administrator of the Environmental Protection Agency.
Authorizes States to enter into compacts to provide for the establishment and operation of regional solid waste disposal facilities.
Sets forth provisions concerning civil actions for violations of State laws enacted pursuant to this Act.
Authorizes the Administrator to promulgate regulations exempting waste types or recycling practices from State authority.
