Allows the General Accounting Office (GAO) to procure the services of additional experts and consultants.
Permits the Comptroller General to enter into agreements with other Federal agencies to allow GAO to participate in health care programs for Government employees serving abroad and their dependents.
Excludes temporarily certain GAO positions from the Senior level position pay limitation which would otherwise apply.
