To amend title 28, United States Code, with respect to witness fees.
Incarcerated Witness Fees Act of 1991 - Amends the Federal judicial code to prohibit any witness who is incarcerated at the time that his or her testimony is given from receiving witness fees (except a material witness detained for testimony). Makes this Act effective upon its enactment date and applicable to witness fees not yet received by such date.
