To extend the authorization of appropriations for programs under the Native American Programs Act of 1974, and for other purposes.

Amends the Native American Programs Act of 1974 to authorize appropriations for FY 1992 through 1994.

Directs the Secretary of Health and Human Services to reserve $500,000 to provide financial assistance to other Native American Pacific Islanders (including American Samoan Natives), in any fiscal year for which the amount appropriated under this Act exceeds 105 percent of the amount appropriated for FY 1987.
