To provide funding for the Resolution Trust Corporation.
Resolution Trust Corporation Funding Act of 1991 - Amends the Federal Home Loan Bank Act to require that any request for legislative action to provide new or additional financial resources for the Resolution Trust Corporation be submitted in writing to specified congressional committees and must contain a complete and detailed financial plan for spending such resources.
Directs the Secretary of the Treasury to provide specified sums to the Corporation.
