Authorizes the Speaker of the House of Representatives and the President Pro Tempore of the Senate to enter into an agreement with the Triangle Coalition for Science and Technology Education to establish an Albert Einstein Congressional Fellowship Program providing for two fellowships within the House and two fellowships within the Senate in each fiscal year, beginning in FY 1991.
Provides for the agreement only if the Triangle Coalition for Science and Technology meets certain program requirements.
