A joint resolution to approve the designation of the Cordell Bank National Marine Sanctuary, to disapprove a term of that designation, and to direct the Secretary of Commerce to revise regulations implementing that designation to prohibit certain activities in the Sanctuary.

Declares that the Congress approves, with certain exceptions, the designation of the Cordell Bank National Marine Sanctuary, California. Disapproves the designation of hydrocarbon (oil and gas) activities as activities which may be regulated within the Sanctuary.

Directs the Secretary of Commerce to: (1) within 120 days revise regulations to prohibit hydrocarbon activities in the Sanctuary; and (2) pending implementation of such revised regulations, prohibit such hydrocarbon activities.
