Declares that the Congress approves, with certain exceptions, the designation of the Cordell Bank National Marine Sanctuary. Disapproves the designation of hydrocarbon (oil and gas) activities as activities which may be regulated within the Sanctuary.
Directs the Secretary of Commerce to: (1) within 120 days, revise regulations to prohibit hydrocarbon activities in the Sanctuary; and (2) pending implementation of such revised regulations, prohibit such hydrocarbon activities.

IN THE HOUSE OF REPRESENTATIVES April 10, 1989 Mr. BOSCO (for himself, Mrs. BOXER, and Ms. PELOSI) introduced the following joint resolution; which was referred to the Committee on Merchant Marine and Fisheries JOINT RESOLUTION To approve the designation of the Cordell Bank National Marine Sanctuary, to disapprove a term of that designation, and to direct the Secretary of Commerce to revise regulations implementing that designation to prohibit certain activities in the Sanctuary. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Congress approves the national marine sanctuary designation entitled `Cordell Bank National Marine Sanctuary' that was submitted to Congress by the Secretary of Commerce on March 17, 1989, but disapproves the following terms of such designation: Designation of hydrocarbon (oil and gas) activities as activities which may be regulated within the Sanctuary and adjacent waters under article 4, section 1.c. of the final designation document for the Sanctuary. SEC. 2. REVISION OF REGULATIONS. The Secretary of Commerce shall-- (1) not later than 120 days after the date on which this joint resolution becomes law, revise the regulations issued by the Secretary governing prohibited activities in the Cordell Bank National Marine Sanctuary (15 CFR 942.6) to include hydrocarbon (oil and gas) activities as prohibited activities in the Sanctuary; and (2) pending the implementation of those revised regulations, prohibit hydrocarbon (oil and gas) activities in the Cordell Bank National Marine Sanctuary in accordance with article 4, section 3 of the final designation document for the Sanctuary (relating to emergency regulations).
