Establishes the Vancouver Historical Study Commission to study the feasibility of establishing a Vancouver National Historical Reserve in the State of Washington. Terminates the Commission upon submission of its study report to the Secretaries of the Interior and of the Army. Directs the Secretary of the Interior to submit the report, along with any comments or recommendations, to specified congressional committees.
Requires the Secretary of Defense, upon his determination, to notify the Secretary of the Interior of any real property at the Vancouver Barracks excessive to the Department of Defense's needs. Directs the Secretary of the Interior, upon receipt of such notification, to: (1) review such property with respect to its suitability for administration by him, the State of Washington, or its local governments; and (2) report to the Congress.
Prohibits the Department of Defense from disposing of or using such property within one-year after submission of the report.
Sets forth the duties of other Federal entities with respect to the historical area.
Authorizes appropriations.
