Establishes the Vancouver Historical Study Commission to study and make recommendations regarding specified historical, cultural, and recreational sites in the city of Vancouver, Washington, and the feasibility of establishing a Vancouver National Historical Reserve. Terminates the Commission upon submission of the study report to certain congressional committees not later than 18 months after enactment of this Act. Prescribes report contents.
Requires the Secretary of the Interior to report to the Congress the findings of a property suitability review upon notification by the Secretary of Defense that any real property located at Vancouver Barracks is excess property. Precludes the use or disposition of such property by any Federal agency before the end of the one-year period following submission of the Secretary's report to the Congress.
Mandates that any Federal entity conducting or supporting activities directly affecting sites within the Commission's study shall consult and cooperate with the Secretary of the Interior and the Commission.
Authorizes appropriations.
