Title I: National Forests - Directs the Secretary of Agriculture, with regard to National Forest System lands damaged by Hurricane Hugo or the Loma Prieta Earthquake, to undertake the following activities: (1) timber salvage; (2) reforestation; (3) fish and wildlife habitat restoration; (4) watershed restoration; (5) fire prevention and management; (6) insect and disease prevention and management; and (7) facilities repair and land restoration.
Directs the Secretary to conduct related studies and report to the Congress with regard to: (1) wilderness areas damage; (2) forest ecosystems; (3) renewable resource recovery; and (4) threatened species.
Title II: Agriculture - Amends the Disaster Assistance Act of 1989 to treat separately for disaster assistance purposes crops of the same commodity planted in different seasons on different acreage.
Makes orchards damaged by Hurricane Hugo in the southeastern United States, Puerto Rico, and the Virgin Islands eligible for such assistance.
