Hurricane Hugo Forestry Restoration Act - Directs the Secretary of Agriculture to assist private timber producers who suffered 1989 losses from Hurricane Hugo to reestablish their timber stands.
Limits assistance to disaster-designated and contiguous counties in South Carolina, Virginia, North Carolina, Puerto Rico, and the United States Virgin Islands.
Requires producers to: (1) develop a forest management plan in cooperation with, and approved by, appropriate State officials and (2) request assistance by December 31, 1993.
Limits assistance to: (1) 75 percent of costs of implementing eligible practices; and (2) $50,000 to any one individual.
Authorizes the Federal Emergency Management Agency to transfer up to $100,000,000 of specified funds to the Secretary for such program.
