To amend the Rules of the House of Representatives to prohibit the Committee on Rules from reporting rules waiving the germaneness requirement.

Amends rule XI of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting any rule or order which would waive the germaneness requirement with respect to amendments set forth in clause seven of rule XVI.
