Rule provides for consideration of H.R. 1231 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. The rule waives all points of order against consideration of the bill for failure to comply with the provisions of clause 2 (l)(6) of rule XI. The amendment in the nature of a substitute recommended be the Committee on Public Works and Transportation shall be considered as an original bill for the purpose of amendment under the five minute rule. Consideration of amendments made in order shall be limited to three hours. Measure will be read by section. Specified amendments are in order. No amendments are in order except amendments adding new sections.
