To require the Secretary of Health and Human Services to collect, at 2-year intervals, data regarding the number of children in institutions and foster care, and for other purposes.
Children in Care Data Collection Act of 1990 - Directs the Secretary of Health and Human Services, at two-year intervals, to: (1) collect data regarding children who are in various types of institutions and foster care; (2) study such data to determine, separately with respect to children counted in specified categories, the amount of Federal financial assistance provided for their benefit; (3) consider such data and such studies for purposes of administering laws that affect children; and (4) report such data and study results to specified congressional officials, making such report available to the public.
Directs the Bureau of Census to enter a contract with the Secretary to conduct any statistical compilations or surveys necessary for such data collection.
