Makes Reserve members of the armed forces called or ordered to active duty in connection with Operation Desert Shield eligible for a variable housing allowance, notwithstanding the prohibition on such payment to a reserve member called to active duty for a period of less than 140 days.

Provides that the total limitation on the amount of variable housing allowances to be paid during a fiscal year shall not apply to FY 1991.
