To amend title 18, United States Code, to modify the power of Federal courts to issue restitution in criminal cases.
Equity for Victims Act of 1990 - Amends the Federal criminal code to authorize courts to: (1) order restitution in any criminal case, to the extent agreed to by the parties in a plea agreement under the Federal Rules of Criminal Procedure; and (2) refer any issue arising in connection with a proposed order of restitution to a magistrate or special master for proposed findings of fact and recommendations as to disposition, subject to a de novo determination of the issue by the court. Specifies that the victim of a criminal offense, for purposes of restitution, includes any person harmed by the defendant's criminal conduct.
