To amend section 2(a)(3) of the Mineral Leasing Act, and for other purposes.
Coal Leasing Equity Act of 1990 - Amends the Mineral Leasing Act to require the Secretary of the Interior, prior to the issuance of any coal lease, to consider the effects development of the lease might have on coal produced from private lands (east of the 100th meridian) due to the potential displacement of such coal from historical markets. Prohibits the issuance of a lease if the Secretary determines it will have a significant adverse effect on coal produced from such private lands for that reason.
