Amends the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to award grants for the purchase of recycling equipment. Requires grant recipients to contribute at least 75 percent of the costs of such equipment. Limits the amount of such grants. Authorizes appropriations.
