Environmental Reserve Program Act of 1990 - Directs the Secretary of Agriculture to identify hydric soils and hydrophytic vegetation.
Directs the Secretary, during the 1991 through 1995 crop period, to carry out an environmental reserve program to assist owners and operators of eligible lands in improving soil, water, and wildlife habitat resources. Provides for program cost-sharing and rental payments.
Authorizes tree planting and low impact economic activities as program components.
Authorizes appropriations.
