To amend the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to establish Federal motor vehicle safety standards to require that a schoolbus be equipped with a stop signal arm and with a system of mirrors which provides the driver with a view of the area under the front of the schoolbus.
Schoolbus Loading Zone Safety Act of 1989 - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to require the Secretary of Transportation to establish Federal motor vehicle safety standards requiring that a schoolbus be equipped with a stop signal arm and with a system of mirrors giving the driver a view of the area under the front of the schoolbus.
Requires the Secretary to report to the Congress on the number of schoolbuses manufactured before April 1, 1977, that are currently being used as schoolbuses.
