To amend title XVI of the Social Security Act to increase from $30 to $50 a month the amount of the personal allowance provided for eligible individuals and eligible spouses in medical institutions, and to adjust such allowance annually to reflect changes in the cost of living.

Amends title XVI (Supplemental Security Income) of the Social Security Act to: (1) increase the maximum amount of the personal expense allowance provided for eligible individuals and eligible spouses who are in medical institutions from $30 to $50 a month; and (2) provide that subsequent annual increases in such amounts include cost of living adjustments.
