Copyright Royalty Tribunal Reform and Miscellaneous Pay Act of 1989 - Amends Federal copyright law to decrease Copyright Royalty Tribunal membership to three commissioners.
Places the compensation rate for the Register of Copyrights at Level IV of the Executive Schedule. Directs the Librarian of Congress to establish a maximum of four positions for Associate Registers of Copyrights, and sets forth a maximum compensation rate.
Places at Level V of the Executive Schedule the compensation rates for: (1) Tribunal commissioners; (2) United States Parole Commissioners; and (3) the Deputy Commissioner of Patents and Trademarks, the Assistant Commissioner for Patents, and the Assistant Commissioner for Trademarks.
